Lets take a break from election talk for just a few seconds. As everyone knows, Former Mayor Harry Tutunjian has filed an ethics complaint! We know, we laughed too. He even spelled ethics correctly.
Tutunjian’s complaint is directed against the city Assessor’s Office concerning the sale of a building at 205 Fifth Ave. to Christine Lozo, an employee in the assessor’s office. Tutunjian offered $22,000 for the property, while Lozo and Christopher Denuzio, who is also listed as a co-purchaser, offered $5,000. The committee that reviews the sales of tax-deliquent properties recommended Lozo as the purchaser.
We happened to have a copy of former Mayor Tutunjian's complaint.:
Dear Ethics Board:
"I am the former mayor of a large upstate New York City. You probably won't believe this letter. I know I don't. Something like this has never happened to me before. I am not what someone would call good-looking. But, when I saw this house in Lansingburgh, and it saw me, I felt a burning that I had never known before..."
Remember the SAT's?
Harry Tutunjian filing an ethics complaint is the same or similar to:
a) O.J Simpson conducting an anger management class;
b) Bill Cosby giving dating advice;
c) Christopher Porco operating a family counseling center.
d) All of the above.
Tutunjian consistently used code to punish his critics. Tutunjian broke contracts because he had a bug up his ass about the lowest bidder. Tutunjian stole RJ Carignan's work, gave it to another insurance agency and then told the city how much money he saved the city. The city subsequently settled the matter out of court for $25,000....
Tutunjian knows, or should know, that the major consideration in recommending a purchaser for a residence is that the purchaser will occupy the residence. Live there. Tutunjian has no intention of living there. He wants to flip the property. We guess his family isn't content on trying to screw over his neighbors in Brunswick with some monstrosity of a project on Hoosick Street.
The person who wants the property is a very nice young woman. She is just starting out and doesn't have the luxury of working for Dad or of having her family be handed county jobs. She also promised to occupy the property. Does Tutunjian really have to be such a douche. Even for him this is a super-douche move.
And that's your Massengill Play of the day. Brought to you by Massengill:

Maybe his credit report was also a consideration.
Harry, Harry, Harry. You chubby little scamp, you. C'mon Democratus, you know Harry will do anything to keep his name in the press, even if it means screwing a Troy resident and looking like a fat braying jackass. It's part of his charm.
Interesting tidbit about the other Republican in the news. 342 people like Jim Gordon for mayor FB page. 1,503 like Councilman Jim Gordon should resign. Great advice he got from his Republican handlers to not release the tape himself a few months ago. It would have been old news by now.
They're trying anything and everything to deflect attention from the Gordon debacle. Sad.
He just won't go away?? Why is it we be Dr here a word from former mayor Pattison? He gracefully disappeared from the spotlight, knowing his time has come and gone. Put it takes kouth, common sense, and a deep desire to fade away. Harry has none of those. Can we start a petition? If Harry keeps up with this petty, bullshit, we should all get to smack him in his face until he goes away!
He reminds me of Sejanus, the little #$!*#. This is what comes of business friendly politics.

Vespasian, you old dog, you. How's the wife and kids? How old is little Titus now. What about Diocletian. I remember him when he was just knee high to a pig's eye and feeding Christians to the lions. What a little scamp.
It's sad, isn't it. Hardworking first time homeowners want to buy a little house in Troy and fix it up. The American dream. Suddenly a has-been political hack with two patronage jobs to his household swoops in and announces he wants to buy it for a quick flip.
Can't you just see him now, with his angry sweaty moonface, beating his chest in outrage? "But I'm Harry Tutunjian!! I should get what I want!!"
Eat shit, Harry. The voters don't want you, employers don't want you, your neighbors don't want you, Troy doesn't want you. But look on the bright side. The state tax department wants you.
Gotta agree with the Tut on this one. Murky waters in the stream.
Hey McAsshat, where are all those 911 tape indictments you promised everyone? Yeah.... didn't think so.
A couple o thoughts. Why isn't Harry, Gordon and Wojic attacking the queen Kathy Jimino for her endorsement of Madden? The other is the property in question is no "little house". Why won't the city just get an appraisal?
Thanks so much for your input. Get back to us when you're sober.
I believe that's McAssClown = Mayor Gordon

Maybe the fact that he and his wife's business had unpaid state tax warrants until June of last year had something to do with it. What is it with Republicans blowing off their taxes? They bitch and bitch about lowering people's taxes but they don't pay theirs, so everyone else ends up paying more. How much did the taxpayers of NY have to pay to enforce those warrants? Get lost, Harry. We don't want deadbeats like you "investing" in the city of Troy.
Isn't Turdungeon the guy who demolished city hall so his friend could have the property?
Can't attack St. Kathy. And everyone knows Gordon's goose is cooked. No one really wanted him to run in the first place.
True dat. If anyone's running the Gordon campaign, I don't think they want to admit it.
Here's something to chew on. House was assessed @$244,000 four years ago. Copper has been removed---but is now a cheap fix with the new plastic piping available. Wouldn't it be in the city's best interest to put it oiut to auction, @a 4% fee for doing so? Think that would grab us at least 75k. Bullshit decision to sell at these prices. Not to mention the dental equipment still in there that we could sell. Its an unethical sale, being she's an employee.
His angry, sweaty Boniface :-) that's hysterical :-)
Yup! That's the guy
$244,000 and they sold it for $5000? This is a move right out of the Big Jim Conroy playbook.
Look forward to seeing Bill Dunne told that he's not part of Maddens administration this week. If you thought the baby on the 911 tape was crying wait till you hear Dunne. Everyone is in Maddens ear about good old Billy now.

@6:57 conversation on Thursday morning. Wade: Pat, I need you to keep Dunne, I'll speak to him and have him dial it down a little. Pat: OK Tom, I think we can work together. Hour later phone rings Kathy:, Pat, you need to get rid of Dunne. He was the main reason for the epic fall of Lou. He's a creep. Pat: OK Kathy, whatever you say. Hour later in an email. Bill, we will not be requesting your services as of January 1. Thank you for your service.
Thanks for the recap of your wet dream last night, Kev.
It is sad to see the blog deteriorate into rabid partisanship. I can only imagine if five years ago the roles were reversed. I would expect as a council member if I were asked to accept a bid of 5K versus 20K, there would at least be some documentation outlining the rationale for the choice. There may be some valid reasons, but especially as we are looking at a significant tax increase, this demands some explanation. If "flipping" is the concern, it is far easier to flip a property when you have to spend 15K fewer dollars on the property.
You must have missed the part about use as a primary residence. Take another weekend off.
11.14. Where was the documentation about the primary residence? Did I not state clearly enough there may be valid reasons? After all, HT did win the bidding on another building. Are you really so dense to suggest that giving a much lower bid to an employee in the assessor's office does not deserve some scrutiny? Perhaps a weekend at reading comprehension class might upgrade your skill level.
@Phana - I may have misunderstood the situation, but I thought the linked blog post indicated that final approval had not yet been given and that the Council requested (and expected to receive) additional information substantiating the recommendation (along with recommendations for other sales on the agenda) before final approval.
@7:59 yes you misunderstood due to your ignorance and hatred of Harry. The house is worth at a minimum 150K on the open market but the administration and council vote to sell it to a city employee for 5K. Nothing to see here, move along, move along. Retards
@8:28 Thanks for your insight and your attempts at telepathy. Unfortunately, the house's FMV has very little to do with the procedural question of whether the council has taken a final vote or what additional information they will use when they do so.
As a side note, the question of whether the city should be prioritizing the selling price of properties over getting them into private hands more rapidly is a valid policy question. However both Harry and the city employee want the property cheap, so it's irrelevant to his ethics complaint.
Maybe Harry has a valid claim maybe he doesn't. Either way, if the property could reasonably be sold by the city for 150k then accepting Harry's 20k bid would only be marginally less dumb than accepting the 5k bid. The fact of the matter is that foreclosed properties with the copper stolen from them don't usually tempt people to take out mortgages.
7.59, you are correct, but that was not part of the original story. As reported in the media, there was no mention of additional information coming forward.
8.28, I took the opportunity to look at the property today. There is NO WAY that place is worth anywhere near 6 figures. Both the north and south side are in rough shape. My guess is that the dental practice was ended years ago, and based upon the still prominent signs, was probably vacant since then. If the plumbing has been stripped, I can only assume the remainder of the interior is terrible. It clearly has potential, but someone will have to put some serious money and/or sweat equity into this building. I wonder if the bid "loser" might just be the fortunate party.
Minimum $150k? Take another bong hit. Have you looked at the place? You're stupid enough to be Harry himself. I'd suggest the city sell it to you, but people with your level of intelligence can't manage investments. Which is kinda the reasoning behind denying Harry the sale to begin with.

If the house is worth $155,000 and Harry offered $22,000, is that any better?? What a fool
The property is worth what the market will bear...were it being sold on the open market. Noticeably missing in the discussion here is the cost of bringing the house up to code AND the average value of the neighborhood. If Washington Park properties are assessed at around 300,000 +, this house, in it's current condition and current location, is not worth 150,000. The city government has the right to determine it's own priorities. What the former mayor says, without cobborating evidence, is his opinion and has the usual value of unsubstantiated opinion, no matter how loudly he declaims.
