RESIDENCY EXEMPTION SURVIVES

Revoking the residency exemption for Troy's public officers will not make it to a vote in the State legislature. The Council had previously approved a measure:

The City Council narrowly approved a resolution at their May 5 meeting to seek legislation overturning the exemption. State Sen. Neil Breslin, D-Albany, and Assemblyman John McDonald III, D-Cohoes, had agreed to sponsor the legislation in their respective houses, and both said they expected the requests to be approved once they make it to the floor for a vote.

However, state law required that for the bills to move forward, the council not only had to approve the initial request to the state Legislature, but also reaffirm that support once the bill was formally introduced in the state Senate and Assembly. Doherty said Saturday, though, that after careful consideration, he preferred to trust a pledge made by Mayor Patrick Madden during that May 5 meeting that he would give preference to city residents in hiring whenever possible.

District 4 Councilman Bob Doherty went on to say that The Troy Polloi's opposition to the measure was the driving force behind his vote. 

The residency exemption allows for a greater, more diverse applicant pool for some of the more important positions that require some specialized education. True, the villagers and peasants love these residency requirements but it is time for Troy to move beyond such provincial thinking.

Studies have continually shown that an employee's residency has no appreciable effect on overall competency. In fact, maybe an officer or two who has no history in the city might be a good thing. We do tend to be a little inbred around here.

Erin Teta sealed her future with this vote. Lynne starred her down as she voted. This will be on every palm card next election. Bob lives in a district that has given Troy its worst representatives over and over again.

All council members are term limited to 4 consecutive terms. Lynn can run 1 more time and Erin twice more. Doherty has one more run. Bodnar is termed out after this term. All others on the council can run 3 more times until they are termed out.

You people really don't think that Erin has any shot of winning another election? Do you? She has absolutely no shot of getting the dem line to run city wide net time out. Call Carmella everything you want but she will destroy Erin city wide. Remember new charter only 2 at large next election. Erin is toast. She will have to answer questions this time. She's not good at questions. Like why do you think it's not important for city employees to live in Troy? Then you have the other question what have you done for 4 years. I'm Lynn's bitch is not a good answer. Lynn can't help her she's going to have her hands full with Kenny Zzzzzz. Dems eating dems next time out.

Erin Teta knows the needs of the people of Burgh? she obviously doesn't know they need jobs as she voted to send them to out of town political cronies. Carmella and Ashe obviously know the people of burgh. Have been told Teta does what Kaopka tells her to do.

@6:39 AM: Re-read the new charter. It is the 2019 election NOT the 2017 election when the at-large reps drop from 3 to 1. Should Erin be successful in keeping her seat in 2017, she will still be eligible to run again in 2019. Carm is not an issue in the at-large race in 2019 since EVERYONE knows she'll be running for Mayor that year.

How about a story on how Madden has basically given the finger to the TPD and TFD last week. TPD is one of the lowest paid departments of its size in the entire state. Two officer-involved shootings in 8 months, and two cops shot during the same period. Over 10% of the department has left to go work for other departments. Schenectady (a city just as broke as Troy as of right now) just settled so their cops are making $75k/yr.
That asshole Madden just came back with 0's across the board for our city's cops. More cops will leave. Senior cops, the ones you want investigating your crimes and patrolling your streets. You know how many people showed up for the last physical agility exam? Fifteen. FIFTEEN. And that's not who passed- that's who showed up.
Troy, you need to take a good hard look at the situation: All the good cops with years under their belts are abandoning ship. You're going to be left with the scrapings from the bottom of the barrel, all while crime is rising and criminals are getting bolder. No matter what Teddy and his juked stats say, CRIME IS ON THE RISE and the cops are going elsewhere unless the city can give them a fair shake.

Another "conviction" in Rensco. Andre Mclenos was convicted of first degree sexual abuse! He was on trial for First Degree RAPE! Abelove gets on his soap box trying to sell it as a win! This is a serial rapist getting away with RAPE and Abelove once again trying to disguise it as a win. Can't wait for the AG to remove this clown.
